　  既能保温隔热，又能防火，这是当今建筑的两大功能诉求，但近年来发生在北京、上海等地的一些大型火灾，均与建筑外墙外保温材料有关。保温与防火，二者如何兼得?5月16日，建筑墙体材料、门窗幕墙防火与安全标准支撑技术应用交流会在北京举行，建筑防火与墙体材料的标准成为与会代表讨论的焦点话题。
　　近年来，因建筑外墙外保温材料燃烧性能不合格而导致的火灾事故案例不胜枚举。较为典型的有：2009年2月9日，中央电视台30层的北配楼因高空烟花引起屋顶可燃的防水材料及外墙可燃的保温板材燃烧，造成火灾;2010年11月15日，上海静安区教工公寓对外墙进行保温装修时，无证电焊工违章焊接作业，引燃可燃的外保温材料而引发大火;2011年2月3日，沈阳万鑫皇朝38层的B座公寓楼因烟花引燃可燃的外墙保温材料迅速燃烧，B楼整体燃烧并引燃毗邻45层的A楼。
　　与会专家分析称，一些建筑火灾的发生，不仅与建筑外墙外保温材料有关，还与工程的施工管理、材料管理、安全管理以及施工程序等密不可分。住建部建筑节能与科技司墙体材料革新处处长何任飞认为，按照建筑材料及技术的要求，严格执行现有的标准规范，可将火灾控制在合理水平，减少火灾隐患。
　　据中国工程建设标准化协会副秘书长国中河介绍，在建筑外墙外保温材料领域，我国已经建立起相对完备的法律法规及标准规范。2011年12月，国务院印发的《关于加强和改进消防工作的意见》(国发[2011]46号)要求，新建、改建、扩建工程的外保温材料一律不得使用易燃材料，严格限制使用可燃材料。今年2月，住建部下发《关于贯彻落实国务院关于加强和改进消防工作的意见的通知》(建科[2012]16号)，对外墙外保温工程的防火工作作出具体部署。
　　当下，新型建筑外保温材料等新产品、新技术层出不穷，但是标准的更新换代难以跟上，受此影响，有些企业生产的产品在销路上面临障碍。河北一家新型建材公司的负责人白先生对记者表示，由于一些新型外保温材料没有统一的国家标准，公司制定了企业标准，但是标准的备案时间一般较长，一定程度上会影响企业生产。对此，业内人士表示，针对每一种建筑外保温材料制定标准不现实，但是可以考虑制定通用性的技术标准，使标准在某一类行业内具有普遍适用性。
